Problem
A nationwide application for electronic legal communication ran on WebLogic and J2EE. Deployments took a day. Downtime was expensive because courts and agencies use the service every day.
Constraints
Regulated shop. No big-bang weekend. The internal team had to deploy after handover. No agency name, no contacts. The stack and the numbers are the proof.
Architecture
Target: Quarkus on Kubernetes. Terraform for the platform, Istio for mTLS, traffic splitting and observability without touching application code.
Cutover
Strangler fig, not one switch. Phases as in the blog: read the estate, sketch the target, run in parallel, then flip. Rollback was part of the plan, not a footnote.
Zero downtime at cutover. Rollout from one day to 20 minutes.
